Welcome to the ELTO programme
The English Language Training for Officials (ELTO) Programme, funded by the New Zealand Aid Programme within the Ministry of Foreign Affairs and Trade, brings government officials from developing countries to New Zealand to improve their English. The current intake is made up of 48 government officials from Cambodia, Laos, Mongolia, Myanmar, Timor-Leste and Vietnam. The ELTO programme has been operating since 1992 and in that time nearly 800 officials have sucessfully participated in the programme.
The government officials study for the first seven weeks at either Nelson Marlborough Institute of Technology or Eastern Institute of Technology and then complete the final fourteen weeks at the English Language Institute, Victoria University of Wellington. The current theme of study is Good Governance
The ELTO Programme is managed by Accent Learning, a division of Victoria Link Ltd, based on Victoria University's Kelburn Campus.
